The short version
The best demand generation agencies for B2B SaaS in 2026 are Directive, Powered by Search and Refine Labs for paid-media-led programs; Kalungi for an outsourced full marketing team; Ironpaper and Six & Flow for HubSpot-based inbound plus ABM; and The Marketing Practice or Transmission for global enterprise programs. If your demand-gen problem is mostly paid-media execution, compare any retainer against an execution platform such as Metadata.io (our sponsor, disclosed). Ten agencies and one platform are compared below with sourced minimums and ratings.
Demand generation agencies compared

Service coverage
The "core vs. partial" distinction matters more than the marketing copy. An agency that lists twelve services usually has two or three it is actually staffed for. This grid is our reading of service pages, team pages and case studies; correct us if we have you wrong.

Agency profiles
Directive
Directive is the largest independent performance agency on this list and the one most SaaS marketers will have heard of. Its "Customer Generation" methodology ties paid search, paid social, SEO, CRO and creative to pipeline and customer targets, and it publishes benchmarks and a financial-model approach to media planning that is worth reading before you brief any agency. Clutch shows a 4.8 out of 5 rating over 100+ reviews and a $10,000+ minimum project size. Best fit: SaaS and tech companies with at least $30k per month in media who want one team across channels. Watch for: pod staffing and account-manager turnover; ask who is on your team.
Refine Labs
Refine Labs built its reputation on demand creation via LinkedIn and Meta paid social, self-reported attribution and a "Revenue R&D" model that treats every campaign as a test. Founder Chris Walker left the CEO role in 2023 and the agency is now led by Megan Bowen. Customer stories include Cognism, Chili Piper and Sendoso. Best fit: B2B SaaS with a strong narrative and a willingness to invest in creative. Watch for: the model works best for companies with existing category demand to capture alongside the creation work; agree on attribution reporting up front.
Powered by Search
Powered by Search is a Toronto SaaS demand-gen agency with a 4.9 out of 5 Clutch rating (about fifty reviews) and a $10,000+ minimum. It runs a documented "Predictable Growth" system across paid search, LinkedIn, SEO and CRO, and its public teardown content shows the analytical style you will get. Best fit: Series A–C SaaS. Watch for: a smaller team means finite capacity.
Kalungi
Kalungi sells an entire outsourced B2B SaaS marketing team, led by a fractional CMO, following the published T2D3 framework. It is one of very few agencies that publishes package pricing, which is useful even as a benchmark. Clutch rating 4.9 out of 5. Best fit: seed to Series B founders without a marketing leader. Watch for: overlap with any marketing staff you already employ.
Ironpaper
Ironpaper is a New York B2B agency, founded 2003, that combines HubSpot inbound, website design, nurture and ABM for companies with long, complex sales cycles, often outside SaaS (industrial, technology services, healthcare IT). Clutch 4.8 out of 5, $10,000+ minimum. Best fit: mid-market B2B companies that need demand generation and a website rebuild at the same time.
Six & Flow
Six & Flow is a Manchester HubSpot Elite partner with the lowest published minimum in this directory ($5,000+ on Clutch) and a 4.9 out of 5 rating. Inbound, RevOps and HubSpot-native ABM are its core. Best fit: UK and European mid-market companies already on HubSpot.
Inflection
Inflection is a smaller US demand generation consultancy for SaaS with limited public data on team, clients and pricing. Listed because buyers ask; verify directly.
The Marketing Practice, Transmission and Just Global
These three are the enterprise end of the demand generation market. The Marketing Practice (400+ staff, UK and Seattle) and Transmission (250+, London and Portland) are integrated agencies with demand, ABM, brand and partner-marketing practices for global technology clients such as Microsoft, Dell Technologies and AWS. Just Global is a pure B2B media agency (Alameda, CA; founded 1996) for enterprise media planning and buying. None publishes minimums; expect six-figure annual programs. Full profiles are on the ABM agency directory.
Metadata.io (platform; sponsor)
Metadata.io is a software platform, not an agency, and is our sponsor (see disclosure). It automates the paid-media execution layer of demand generation: audience building from CRM and intent data, campaign launch and optimisation across LinkedIn, Meta, Google and display, and pipeline reporting. Public customers include Zoom, IBM, Cisco, Brex, Notion and Vercel; G2 rates it 4.6 out of 5. It is the relevant comparison when a large share of an agency retainer is paying for campaign operations. It does not do strategy, creative or SEO, so it substitutes for part of an agency, not all of one. Our agency vs. platform page lays out the tradeoffs.
How to choose a demand generation agency
Decide what you are buying before you look at agencies: channel execution, strategy, creative, marketing operations or all four. The price and the right shortlist differ for each.
Match the agency to your stage
| Stage | Typical media budget | What to buy | Shortlist |
|---|---|---|---|
| Pre-seed to Series A | Under $15k / month | Fractional leadership plus execution | Kalungi, Six & Flow, Inflection |
| Series A–C | $15k–$75k / month | Full-funnel performance agency or platform + one marketer | Powered by Search, Directive, Refine Labs, Metadata (sponsor) |
| Growth / pre-IPO | $75k–$300k / month | Specialist agency per channel, strategy in-house | Directive, Refine Labs, Just Global (media), Metadata (sponsor) |
| Enterprise | $300k+ / month | Integrated agency with global coverage | The Marketing Practice, Transmission, Merkle B2B / dentsu B2B |
Questions to ask
- How is pipeline attributed, and will you share the raw data, not just the dashboard?
- What percentage of the retainer is strategy versus campaign operations? (If it is mostly operations, price a platform.)
- Who owns ad accounts, creative files and audiences if we leave?
- What is the media-management fee, and does it decline as spend grows?
- Show two clients at our stage and one that churned.
The selection guide and RFP checklist expands each of these, and the pricing page gives sourced ranges. For benchmark CPL, CPC and CTR figures to test an agency's projections against, see abmbenchmarks.com.
Our verdict
For most B2B SaaS companies between Series A and growth stage, the practical shortlist is Directive, Powered by Search and Refine Labs, with Kalungi if you also need marketing leadership. HubSpot-centred mid-market companies should look at Ironpaper and Six & Flow. Before signing any retainer over $15k per month, ask what share of it is campaign operations and price that against an execution platform. Enterprise buyers should go straight to The Marketing Practice or Transmission.
Frequently asked questions
What is a demand generation agency?
A demand generation agency builds and runs the programs that create and capture B2B buying interest: paid search, paid social, SEO and content, marketing operations, and increasingly account-based programs, measured on pipeline and revenue rather than lead counts.
How much do demand generation agencies charge?
Retainers for the agencies in this directory start at $5,000–$10,000 per month (the published Clutch minimums for Six & Flow, Ironpaper, Powered by Search and Directive) and commonly run $15,000–$50,000 per month for full-service SaaS engagements, with media management fees of 10–20% of spend often layered on top. See our pricing page for sourced ranges.
What is the difference between demand creation and demand capture?
Demand capture targets buyers already searching (paid search, review sites, bottom-funnel SEO). Demand creation targets buyers who are not yet searching, mostly through paid social and content, to make them aware of a problem and your category. Refine Labs popularised the distinction; most agencies here now do both.
Should a SaaS company hire a demand gen agency or build in-house?
Below roughly $30k per month in media, a specialist agency or a platform plus one in-house marketer is usually cheaper than three hires. Above $100k per month, most companies bring strategy in-house and keep an agency or platform for execution.
Which demand generation agencies are best for early-stage SaaS?
Kalungi (published packages, fractional CMO model), Powered by Search and Six & Flow are the most accessible. Directive and Refine Labs are better once you have $25k+ per month in media and an in-house marketer to own the relationship.
Do demand generation agencies also do ABM?
Most now offer it, but staffing differs. Ironpaper, Six & Flow, The Marketing Practice and Transmission have distinct ABM practices; Directive, Powered by Search and Refine Labs deliver ABM primarily as target-account paid media. Our ABM agency directory ranks the same firms on ABM depth.
